HR Specialist - Recruiter at City of College Station
Description
Under the general supervision of the HR Manager, the Recruiter serves as the talent acquisition specialist for the City of College Station and is responsible for identifying, attracting, and sourcing qualified talent in order to meet the City’s strategic goals. This position facilitates all functions of the recruiting, hiring and on-boarding process for the City, including but not limited to strategizing, networking, advertising, interviewing, building pipelines, cold-calling and all other aspects of the recruiting process.
Principal Duties
Proactively collaborate with managers and supervisors in the coordination and selection of talent during the recruitment process, to include setting recruiting strategy, managing the recruiting process and sourcing candidates.
Establish and maintain a talent pipeline for hard to fill, and ongoing positions. As needed, oversee the hiring process for Director & Management level positions.
Maximize Applicant Tracking system to report on trends/metrics, access and source potential candidates for other vacancies, etc.
Develop marketing & branding focus in conjunction with the Communications Department for the City of College Station recruiting program to further define the City as an employer of choice.
Ensure that the City’s recruiting efforts are efficient, legally compliant, relevant and timely and in accordance with all City policies and procedures.
Identify, analyze and develop actionable steps in response to key performance indicators related to recruiting and sourcing trends.
Expand organization presence in the community through job fairs, networking, and other events designed to create an awareness of job opportunities at the city. Engage with local, industry-specific and regional organizations to source candidates.
Perform other related duties and projects as assigned.
Qualifications
Minimum:
Bachelor’s Degree in Human Resources and 3 years of Human Resources experience, with at least 2 years in a direct recruiting role, with opportunity to recruit a variety of levels and types of positions, or an equivalent combination of education and experience.
Proven success in building a recruiting/talent pipeline and utilization of various recruiting processes to enhance an organization’s recruiting efforts.
Excellent interpersonal skills, with strong verbal & written communication skills.
Ability to adapt to changing and competing priorities; excellent time management skills.
Ability to work independently and in a team environment.
Recruiting experience with hard-to-fill positions.
Familiarity with ATS and related candidate sourcing databases and tools.
Valid Texas driver's license.
Preferred:
Experience & understanding of municipal recruiting, management and executive level recruiting and nation-wide searches utilizing various recruitment strategies. Project lead experience a plus
